THE OPPORTUNITY

The Preconstruction Manager is responsible for the overall management of assigned personnel in the coordination of projects from the estimating to the preconstruction phase. Ensures projects meet the business plan long and short team goals and supports the overall strategic initiatives of the division. Further, serves as the initial point of contact to current and potential clients; and develops and maintains vendor relationships.

WHAT YOU WILL BE DOING

• Developing the company’s unique selling propositions and differentiators in the market.

• Managing, developing, mentoring, training, supporting estimating staff and PM/Estimators on preconstruction process and efforts, inclusive of career path discussions and performance reviews.

• Actively engaging on all projects across the division to maintain a consistent voice with clients and ensuring contracts are carried out as intended during preconstruction.

• Developing and maintaining unit business plan. Includes short- and long-term goals, strategic initiatives, staff and personnel needs, key clients and overall business model.

• Providing timely and accurate information and estimates, cost studies, team participation, and instilling confidence to clients having selected Rusin for their project.

• Planning and leading the preconstruction strategy meeting on the approach to the project or estimate.

• Evaluating potential risk factors and reviewing with senior leadership.

• Building and maintaining subcontractor and vendor relationships.

• Ensuring that the estimates, including general conditions, are accurate, complete, and reflect the actual requirements of the project.

• Reviewing all outgoing estimates and proposals, manage in-house project turnover and early project team meetings to ensure bid intent is incorporated into construction plan and the construction team gets off to a successful project start.

• Reviewing all estimates, sub lists, bid forms and contracts for subcontractors.

• Reviewing, negotiating and closing on final contract pricing and terms with clients while consulting with internal legal counsel and senior leadership.

• Leading presentations of proposals and estimates to clients and design teams.

• Monitoring design status, suggesting value engineering, and providing pricing for these options throughout the bid and preconstruction phases.

• Monitoring and tracking estimating hit rate/success rate and keeping the project tracking list up to date.

• Developing historical cost data and updating on a quarterly basis to better equip conceptual and early stages estimates.

• Maintaining accurate database of cost, man-hour, production rates, and crew burden rates.

• Assisting in developing construction schedule based on historical productions, project/client needs, and manpower availability.

• Pre-project planning, including forecasting manpower needs, availability and staffing.

• Tracking and recording competitor backlogs and pursuits.

WHAT YOU WILL BRING TO OUR ORGANIZATION

Degree in Business, Engineering, Construction Management, Architecture or a related field and 5+ years of commercial general contracting experience or associate’s degree in a construction related field and 10+ years of commercial general contracting experience. Construction-related certifications are desirable.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

• May be expected to travel out of town to work on projects.

• May usually work irregular hours and often work early mornings/late evenings, weekends, shift work and possibly be on call. Generally, work is longer hours in summer.

• Work in all weather conditions such as noisy, wet, cold, hot, dirty, windy and dusty.

• Expected working conditions include 20% field and 80% office.

• While performing the duties of this job, you are regularly required to reach with hands and arms and frequently required to stand, talk, hear, walk, use hands and fingers for material handling, operating tools and equipment.

• You will frequently be required to sit and occasionally, climb, balance, stoop, kneel, crouch and crawl.

• You will occasionally lift and /or move up to 50 pounds. Specific vision abilities required by this job include near vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
